HVAC and Freezer Floor Replacement, Liberation Complex Lighting, & Information Technology Renovations

About this Project

The Star Community Justice Center is a 354-bed Community-Based Correctional Facility (CBCF) that houses male and female non-violent, felony offenders. This project involved the replacement of an HVAC rooftop unit at the Hunter Building, replacement of the Kitchen Building freezer floor, and improvements to the lighting fixtures, cabling, and security equipment in the Liberation Building. Project administered through OAKS CI. Occupied campus.

Building H:  Replaced packaged rooftop unit, connected to building BAS system, and assisted with system balance. 

Kitchen/Dining Building:  Replaced freezer floor and sub-floor, a portion of freezer walls, and freezer lighting. Provided temporary freezers to store foodstuff during renovation.

Liberation Building:  Replaced light fixtures with new LED, provided new controls, repaired wiring as needed.  Provided new data cabling and equipment. 

HVAC design included demolition work; vibration isolators; coordination of systems balancing; HVAC insulation; temperature controls; HVAC air distribution, ductwork; filters; and rooftop HVAC units.  Plumbing design included demolition work; plumbing insulation; interior domestic water piping system, interior sanitary piping system; and plumbing fixtures.  Electrical design included control wiring; selective demolition; grounding and bonding; lighting controls; LED interior and exterior lighting; communications systems; and electronic safety and security systems.

Scope of Services: RDFA was contracted by OFCC for this project and is providing the following services consistent with those requested in the RFP:  Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Phase, and Post-Construction Phase.  The work also includes cost estimating, construction site visits, and site reporting.  This project does not utilize Building Information Modeling.
