Project Description:  The Southern Ohio Correctional Facility (SOCF) is an adult maximum-security prison facility currently housing approximately 2,200 inmates.  SOCF was constructed in 1968 and is comprised of approximately 37 buildings on 1,625 acres.

Two bid packages were implemented to expedite work on this multi-phase project that is administered through OAKS CI.  Construction to replace HVAC units is in process at SOCF while the buildings are occupied.

Bid Package 1, Shower Renovations: Involves shower renovations in housing units K5 to K8 and L1 to L8.  Existing stainless-steel shower stalls in housing units have lost their ability to contain water, thus allowing water to run through seams and into units below.  Shower work is the first priority of the project, to be followed by HVAC renovations.

Bid Package 2, HVAC Renovations:  The current forced-air heating-and-cooling system in place is original to the building with a total of 48 air-handling units.  The systems are fed from the boiler and chiller.  Air-handling units are antiquated; parts are no longer available; and the units are past their life expectancy.  These units also have an antiquated controls system, making operations difficult.  The current heating-and-cooling systems at SOCF have multiple fan-coil units for the staff offices, with most of these units being original to the building.

Anticipated improvements include a complete replacement of the hospital, school/library, and visitation air-handling units with connection to central boiler and chiller system and controls, as funding provides.  A new non-proprietary building automation control system (BAS) is included as part of the base scope, to provide capacity for future controls for the administration fan-coil units as well as a new unit to be installed at the chapel.

Scope of Services:  RDFA was contracted by OFCC for this project and is providing the following services consistent with those requested in the RFP:  Development of a Program of Requirements (POR), Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Phase, and Post-Construction Phase.  The work also includes cost estimating, construction site visits, and site reporting.  This project does not utilize Building Information Modeling.
